We propose a simple universal technique based on a likelihood encoder and a soft covering analysis to analyze the canonical strategy of binning that is widely used in channel coding. Through its simplicity and generality, our technique enables us to analyze binning in all known classical and quantum channel coding scenarios. Our technique overcomes the drawbacks of previously developed approaches to analyze binning such as
overcounting, non-unique decoding and enables us to derive new inner bounds for 3-user channels.
